Attending the conference at the bridge points were Permanent Deputy Prime Minister Nguyen Hoa Binh, Deputy Prime Minister Tran Hong Ha, leaders of ministries, agencies, some localities, The Electricity of Vietnam and enterprises investing in 154 renewable energy projects.

In his opening speech, Prime Minister Pham Minh Chinh said that, up to this point, we have determined that we can complete all 15/15 targets for 2024. GDP growth of about 7% will create momentum, force, spirit, and confidence to implement the goals and tasks of 2025 with a growth target of about 8%.

The economic growth index will lead to the total GDP of society, GDP per capita, increased labor productivity, and many other indicators. Practice shows that each percentage point of GDP growth requires about 1.5 percentage points of electricity growth.

According to the Prime Minister, there have been bright spots and lessons learned in electricity development in the past, such as the rapid deployment of the third circuit of the 500 kV line, the fastest, with good quality, and without capital increase.

In addition, we have seen that renewable energy projects have been suspended, behind schedule, and slow to put into operation. This resource is also very large and needs to be quickly deployed and put into use in the spirit of harmonizing the interests of the state, investors and people. maximizing the efficiency of investment in projects, and fighting waste as directed by General Secretary To Lam.

By the end of 2023, the total capacity of renewable energy sources (wind and solar power) in the power system is 21,664 MW, accounting for about 27%; the cumulative annual electricity output of power sources (wind, ground-mounted solar, rooftop solar) is about 27,317 million kWh, accounting for nearly 13% of the power system.

These results contribute to implementing the orientation in the Power Development Planning VIII, Vietnam’s commitment at COP26 to achieve “0” net emissions by 2050 and ensure energy security.

However, with an incomplete legal system, the implementation of renewable energy projects has new points, complicated issues, and practical situations that are ahead of legal documents. The development of solar and wind power is being implemented quickly and positively, but there are also difficulties, obstacles, and violations.

The violations have been specifically concluded by the Government Inspectorate; they need to be separated and specific responsibilities for related individuals need to be handled. However, the delay in putting projects into operation will cause a huge waste of social resources, and will not be able to take advantage of available electricity sources to compensate, ensure electricity supply, and meet growth needs. The consequences can cause the risk of collapse, insolvency, and inability to repay bank loans, leading to bankruptcy, businesses and people losing money, and affecting the investment and business environment.

Recently, the Government and the Prime Minister have resolutely directed to remove difficulties and obstacles for renewable energy projects. On December 7, 2024, the Government met and unanimously issued a Resolution on policies and directions to remove difficulties and obstacles for renewable energy projects.

The Prime Minister affirmed: We do not legalize those who do wrong, but there must be solutions for projects that have been fully invested and need to be exploited so as not to waste social resources.

This is the Government’s effort in the past time, listening to the opinions of businesses, ministries, agencies, and localities and determined to solve and remove them.

The Government decided to convene a conference today with localities and businesses investing in renewable energy projects to unify viewpoints, guiding ideas, solutions, quality, goals, and roadmaps, on that basis, to jointly solve them. The removal of difficulties and obstacles with renewable energy projects must be public and transparent, without causing difficulties, inconveniences, or harassment.

Finally, the Prime Minister requested that all levels and sectors promptly take action, and proactively implement solutions to handle and resolve according to their authority, without avoiding or shirking responsibility.
